What to choose
Use the Express when Seoul Station is your useful rail endpoint and you value the simpler nonstop ride. Use the All-Stop when Hongik University, Gongdeok, Gimpo Airport or another listed intermediate station is the better anchor, or when you prefer the lower published rail fare. This is a rail-only comparison. It does not estimate hotel walking time, taxi cost or live disruption.

The Express page also displays normal fares of KRW 18,500 from Terminal 1 and KRW 19,100 from Terminal 2. Treat the KRW 13,000 figure as the currently displayed fare, not a permanent promise.
Choose Express when Seoul Station is the point
Express removes intermediate stops from the airport rail leg. That makes it the clearer choice when you are actually continuing from Seoul Station or ending the rail portion there. The official scheduled difference is 16 minutes from Terminal 1 and 15 minutes from Terminal 2 against the representative All-Stop time. A later street transfer can outweigh that difference, so the train time alone should not decide a hotel route.
Choose All-Stop when an intermediate station fits
All-Stop serves Gongdeok, Hongik University, Digital Media City, Magongnaru, Gimpo Airport and other listed stations before Seoul Station. It is therefore not merely the slower version of the same trip. It can remove an unnecessary return journey from Seoul Station when one of those intermediate anchors is closer to the next verified transit step.
Check the operating window
The captured timetable lists T1 All-Stop departures from 05:14 to 23:38 and T2 departures from 05:08 to 23:32 for both weekday and holiday tables. These are static scheduled times, not live operating status. Check AREX again for the date you travel, especially near the first or last train.
